Beirut, Lebanon – On a recent Monday morning, residents in Lebanon awoke to news of a new ceasefire agreement facilitated by negotiations between the United States and Iran that also encompasses Lebanon. Despite the announcement, skepticism lingered among Israeli officials regarding the prospect of an end to the conflict that has significantly impacted southern Lebanon since March 2023.
Images emerged on the day of the announcement showing Lebanese people cautiously starting to return to their homes in southern regions. However, officials advised caution, especially to those from border villages, urging them to stay away until the security situation is better understood.
For many residents, the concept of returning home is fraught with challenges. Ali Saleh, a 55-year-old displaced individual residing in a stadium in Beirut, expressed concern about returning to a destroyed home in the village of Jwaya. He remarked that, amid current financial difficulties, returning would not be feasible.
The latest escalation of hostilities began on March 2, 2023, when Israel intensified its military operations in Lebanon. This marked a significant response to a prior attack from the pro-Iranian Shia group Hezbollah, which launched rockets into Israeli territories following a sequence of Israeli violations against a 2024 ceasefire agreement. The situation escalated after the untimely death of Iran’s Supreme Leader, Ayatollah Ali Khamenei, highlighting the intricate and interwoven nature of the geopolitical dynamics at play.
Tragically, the conflict has led to the loss of over 3,700 lives in Lebanon and displaced more than 1.2 million individuals from their homes in southern areas, prompting mass destruction across many communities. It is a stark reflection of the human toll of ongoing conflicts, exacerbating an already challenging humanitarian situation.
Commenting on the ceasefire agreement, Pakistan’s Prime Minister Shehbaz Sharif emphasized its importance in halting military operations across various fronts, including Lebanon. The deal has been met with cautious optimism by Lebanon’s President Joseph Aoun, who has been focusing on reinstating the authority of the Lebanese state. Aoun expressed hope for practical outcomes that would bring lasting stability, security, and pathways toward recovery within the nation.
Nabih Berri, Lebanon’s Parliament Speaker and a notable ally of Hezbollah, commended the collective efforts of various regional actors, including Pakistan, Qatar, Saudi Arabia, and Egypt. He also extended gratitude to both Iran and the United States for including provisions to protect Lebanon’s sovereignty from Israeli aggression.
As many Lebanese contemplate returning home, political analysts remain wary yet hopeful about the latest ceasefire. Qassem Kassir, a Lebanese political analyst, noted the uncertainty surrounding the full-fledged implementation of the ceasefire and the withdrawal of Israeli forces from occupied areas, stressing the fragility of the situation.
The history of ceasefires in the region, including prior agreements in April and June of 2023, has shown a pattern of resumed hostilities despite declarations of halting aggression. The new agreement has already faced skepticism, given Israel’s previous insistence on maintaining a military presence in Lebanon as a protective measure against perceived threats.
As the situation develops, Hezbollah has yet to conduct operations since the announcement of the US-Iran deal, although reports indicate ongoing tensions with Israeli forces. Israeli officials have expressed their commitment to military readiness, insisting that they will act in defense of their territory as necessary.
The complex interplay of geopolitical interests, local sentiments, and external influences will play a crucial role in determining whether this ceasefire can pave the way for lasting peace in Lebanon. Many believe that true security will only be achieved through a comprehensive peace strategy that incorporates mutual respect for sovereignty and a consensus over shifting power dynamics.
