United States officials have revised their earlier assertions regarding a series of cyber activities allegedly involving Chinese hackers. The US Department of Justice clarified that while several government agencies, including the Senate, the Federal Reserve, and NASA, were identified as targets, these organizations were not successfully compromised.
In an amended statement issued on August 26, the Department of Justice noted that agencies engaged in the United States’ critical infrastructure were among the potential targets of QTFY, a hacking group purportedly sponsored by the Chinese state. This clarification is significant, as the initial announcement inaccurately labeled these agencies as victims of a cyber attack.
The Justice Department’s update specified that only some of the entities were actually breached, reinforcing the importance of distinguishing between targets and those who were successful victims of cyber intrusions. The statement aims to accurately reflect claims made in an accompanying affidavit regarding domain seizures, emphasizing the department’s commitment to transparency.
The revised information is essential in understanding the breadth of the situation, which the Justice Department claims is part of a long-term cyber-espionage effort conducted by Chinese actors. This campaign reportedly has been underway for several years, aiming at US government agencies, defense contractors, and various sensitive infrastructures.
In particular, the Federal Bureau of Investigation (FBI) noted in its affidavit that since at least 2018, numerous federal networks have been under continuous threat, with NASA and the Federal Reserve among the high-profile targets.
Further reinforcing the complexities of this ongoing situation, a footnote in the affidavit stated that the FBI had investigated attempts to penetrate NASA’s systems but ultimately concluded that the agency successfully thwarted these efforts thanks to timely software updates.
Moreover, the affidavit suggests that in September 2024, hackers were involved in computer intrusions at multiple Department of Energy laboratories, as well as various health agency facilities and a security device manufacturer. In contrast, a joint advisory published by the FBI, National Security Agency, and US Cyber Command highlighted data thefts that took place from undisclosed defense contractors and educational institutions.
Interestingly, the Chinese Embassy in Washington has refuted these allegations, asserting that accusations of cybersecurity infringements are often used by the US as a means to undermine or discredit China, arguing that such actions constitute an overreach of national security and a pretext for imposing restrictions on Chinese enterprises.
