In the lead-up to this nationwide blackout, Havana’s electricity company had reported a series of outages stemming from damaged transformers, circuit failures, and planned power cuts due to an insufficient generating capacity. Various municipalities, including Guanabacoa, Habana del Este, La Lisa, and Marianao, experienced unresolved complaints concerning electricity supply before the outage occurred.

Typically, in the aftermath of such significant failures, authorities work to establish small, isolated power networks to ensure essential services—such as hospitals, water systems, and food facilities—are operational before gradually reconnecting larger power-generating plants.

The incident on Sunday represents the latest in a series of widespread outages that have plagued Cuba throughout the year. In July, the grid experienced three collapses within a nine-day span, including two island-wide failures in one week. One of these outages left approximately 10 million individuals without electricity, and the restoration process was hampered by the country’s inability to generate adequate electricity to meet demand post-reconnection.

The decline of Cuba’s electricity system is attributed to multiple factors, including shortages of fuel and replacement parts, as well as frequent breakdowns at aging thermoelectric plants, some of which are over three decades old and have seen minimal maintenance.

The Cuban government has pointed to external pressures, particularly from the United States, which has imposed severe restrictions on oil supplies and access to financing and equipment. The oil blockade, enacted during the Trump administration, curtailed a critical supply of fuel after Venezuela—Cuba’s primary supplier—was targeted politically. Furthermore, increased pressure from Washington has halted imports from Mexico, exacerbating energy shortages.

While challenges such as underinvestment and management issues in the energy sector are acknowledged, the Cuban people exhibit resilience in facing these obstacles. Prolonged outages have led to disruptions in transport, water supply, communications, and medical services, leaving many households reeling as they struggle to preserve food and cope with daily life during the sweltering summer heat.

As Cuba navigates these difficulties, the importance of international cooperation and support in rebuilding its energy infrastructure cannot be overstated.
