The lifting of Hungary’s veto on the Ukrainian loan was contingent upon Ukraine’s repairs to the Druzhba pipeline, a critical conduit for Russian oil traversing Hungarian territory. This pipeline remains vital for Hungary and Slovakia, both of which rely on it for their crude oil supply.

In the previous year, Hungary and Slovakia collectively received 9.25 million tonnes of oil through this route, valued at over billion. The EU’s ban on Russian seaborne oil since January 2023 included specific exemptions for pipeline deliveries, a decision reflective of the intricate geopolitics affecting Central Europe’s energy security. Countries like Austria, Czechia, Germany, and Poland have already transitioned away from reliance on Russian oil through the Druzhba pipeline, while Hungary and Slovakia find themselves in a unique predicament, being largely landlocked and lacking immediate alternatives for oil imports.

John Roberts, a senior consultant in energy economics, underscored the significance of the Druzhba pipeline for Central Europe, describing it as a “backbone of supply.” While Hungary could theoretically draw oil from the Adria pipeline originating in Croatia, ongoing legal disputes complicate this potential solution. Energy experts noted the economic implications of shutting down local refineries, which would result in a ripple effect impacting various sectors reliant on petroleum products.
