Qatari diplomat Mohammed bin Abdulaziz al-Khulaifi has expressed optimism following the recent peace agreement between Rwanda and the Democratic Republic of the Congo (DRC). The agreement, inked in Washington, D.C., on Friday, is the culmination of extensive diplomatic efforts facilitated by Qatar, including several rounds of talks held in Doha.

As part of the agreement, Rwandan troops are set to withdraw from the DRC, paving the way for mechanisms aimed at enhancing trade and security cooperation between the two nations. Al-Khulaifi stated that adherence to the terms of this agreement is essential for de-escalation and for fostering stability and security in the region.

The pivotal meeting between Congolese President Felix Tshisekedi and Rwandan President Paul Kagame, hosted by Emir Sheikh Tamim bin Hamad Al Thani in Doha back in March, was a significant precursor to this accord. Al-Khulaifi remarked that Qatar’s strong relationships with both Rwanda and the DRC have established the country as a trusted mediator in international affairs, allowing it to effectively contribute to resolving regional conflicts.

Qatar’s role in the negotiations illustrates its commitment to fostering peace. Prior to this agreement, the country proposed a draft peace initiative to both Rwanda and the DRC. The U.S. Department of State subsequently expressed its intention to work with Qatar, the African Union, and Togo to ensure that the agreement’s obligations are implemented.

The peace accord reignites hopes of resolution in the DRC amidst ongoing tensions involving the Rwanda-backed M23 armed group, particularly in the resource-rich eastern regions. Recent escalations had raised concerns of a potential resurgence of violence similar to conflicts that devastated the DRC in the late 1990s, which involved multiple African nations and resulted in millions of fatalities.

Al-Khulaifi emphasized Qatar’s unwavering belief in dialogue as the foundation of conflict resolution through peaceful means. He reiterated that mediation is a cornerstone of Qatar’s foreign policy, positioning the country as a proactive player in addressing international conflicts, regardless of geographical distance. Qatar’s proactive diplomatic approach has previously facilitated numerous agreements globally, further highlighting its commitment to fostering stability through dialogue and cooperation.

With the recent peace initiatives, Qatar reaffirms its dedication to being a central player in mediating disputes, demonstrating its capacity to contribute positively to global peace efforts.
