Lebanon’s Higher Defence Council has issued a significant warning to the Palestinian group Hamas, regarding the use of its territory for actions that could pose a threat to national security. This comes in the wake of recent rocket fire towards Israel, which elicited retaliatory strikes and heightened tensions in the region. The call for caution underscores Lebanon’s commitment to maintaining stability amid increasing international pressures.
President Joseph Aoun, who chairs the council, emphasized that Lebanon should not be a springboard for conflict or be drawn into needless warfare. Since the end of the 14-month conflict between Israel and Hezbollah—an ally of Hamas—Lebanese authorities have been striving to strengthen their governance, especially in the southern regions bordering Israel.
Compounding the situation is a reported breach of the US-brokered ceasefire agreement established in November 2024, with Lebanese authorities noting that Israel has frequently violated the terms, including conducting multiple airstrikes over Beirut. In response, the Higher Defence Council reiterated its commitment to upholding Lebanese sovereignty, stating that all necessary measures will be taken to prevent violations.
Aoun, who has a history of military leadership, has committed to consolidating all arms under the state’s authority, a task complicated by the delicate political environment surrounding Hezbollah. Notably, while he has reiterated the importance of supporting Palestinian sovereignty and rights, he has articulated that Lebanese stability should remain paramount.
Hamas has established a presence within Lebanon, particularly in camps where numerous Palestinian refugees reside. These areas have historically seen limited governance by Lebanese security forces, leading to a complex relationship between security and refugee support. Following Hamas’s operations from Gaza, which included the October 7 attack, solidarity from Hezbollah and allied fighters prompted rocket launches toward Israel from southern Lebanon.
Israeli airstrikes in Lebanon have resulted in the deaths of several Hamas leaders, further exacerbating tensions. Israel argues that these actions are justified by national security concerns, despite calls for calm from the international community regarding compliance with the ceasefire.
To address both Israeli and US concerns, the Lebanese army arrested several individuals deemed responsible for the rocket fire on March 22 and March 28, though no group has formally claimed responsibility. Hezbollah maintains its disassociation from these events. The council has announced plans to initiate legal proceedings against those detained, marking a critical step in Lebanon’s efforts to navigate the intricate dynamics of regional security while upholding national stability.
