Sudan’s ongoing humanitarian crisis has reached a critical juncture, as the paramilitary Rapid Support Forces (RSF) has declared the formation of a rival government amid a complex conflict that has persisted for two years. This turmoil has resulted in significant loss of life and displacement, prompting the United Nations to declare the situation as one of the most severe humanitarian emergencies globally.

On Tuesday, RSF leader Mohamed Hamdan Dagalo, popularly known as Hemedti, announced the establishment of the “Government of Peace and Unity” in territories under their control. This bold move directly challenges the existing military-led administration, which is spearheaded by General Abdel Fattah al-Burhan. Dagalo emphasized the coalition’s aim to “reflect the true face of Sudan,” indicating an aspiration for unity and representation across the nation.

The RSF, in collaboration with various allies, previously established a charter in February in Nairobi, signaling a pivotal transition in governance for Sudan. Dagalo highlighted the endorsement of a transitional constitution that proposes a 15-member presidential council, underscoring an inclusive approach that encompasses diverse regional representations throughout the country.

Experts have voiced concerns that the protracted conflict poses a risk of permanently fracturing Sudan. Sharath Srinivasan, a noted Sudan specialist at the University of Cambridge, cautioned that the RSF’s increasing foothold in Darfur might lead to a “de facto separation” of the region, indicating the complexity of the situation at hand.

Since hostilities erupted on April 15, 2023, nearly 13 million individuals have been displaced, exacerbating an already dire humanitarian landscape without a clear resolution in sight. The initial conflict stemmed from power struggles between the military and the RSF, two entities that once cooperatively led the coup in 2021, which derailed a transition towards civilian governance.

Amid these developments, the United States has expressed apprehensions regarding the RSF’s conduct, particularly its actions against civilian populations in North Darfur. The US State Department has raised alarms over reports of attacks targeting vulnerable groups in camps for displaced individuals, with the UN estimating significant civilian casualties resulting from these assaults.

In response to the deteriorating humanitarian conditions, the United Kingdom convened a donor conference in London, rallying international partners to enhance support for Sudan. The European Union pledged over 2 million, while the UK stepped forward with an additional commitment of 8 million to alleviate the suffering of those affected by the conflict.

UK Home Secretary David Lammy emphasized the importance of “patient diplomacy” in addressing Sudan’s challenges, underscoring the need to foster peace and prevent a further descent into conflict. The conference co-chairs collectively called for immediate cessation of hostilities and the initiation of a transition toward civilian rule, reaffirming their commitment to maintaining Sudan’s integrity and preventing external interference in the nation’s affairs.

As Sudan grapples with these pressing challenges, the resilience and determination of its people remain paramount, reflecting a collective hope for peace and unity in the face of adversity.
