Israel has announced its intention to withdraw from the United Nations Human Rights Council (UNHRC), a move that aligns closely with a recent decision by the United States to similarly disengage from the body. This announcement was made by Israel’s Foreign Minister Gideon Saar, who characterized the council as perpetuating a narrative of anti-Semitism and institutional bias against Israel since the council’s establishment in 2006.
However, according to UNHRC spokesperson Pascal Sim, Israel’s observer state status within the council means that a formal withdrawal is technically not possible. The UNHRC is comprised of 47 member states elected for four-year terms, and currently, the United States also does not hold an elected seat on the council. This ongoing situation raises questions about the effectiveness and representation within the UNHRC, an institution tasked with overseeing global human rights standards.
Saar’s comments were echoed by Israel’s UN ambassador, Danny Danon, who voiced concerns about what he termed a “moral failure” of the council in its duties. The UNHRC plays a critical role in conducting human rights reviews of member states and appointing independent experts to monitor various human rights issues. Nonetheless, Israel has opted out of significant discussions regarding the human rights situation in Palestine and other occupied territories, indicating a notable disengagement from the vital dialogue on these critical matters.
Francesca Albanese, the UN special rapporteur on the occupied Palestinian territory, described Israel’s decision to withdraw as “extremely serious.” She emphasized that the action reflects an evident disregard for accountability while showcasing a misunderstanding of the implications of such decisions on the international stage.
Israel’s withdrawal from the UNHRC is part of a broader trend of confrontations between Israel and the United Nations. Notably, in October, Israel took the controversial step of banning the UN Relief and Works Agency for Palestine Refugees (UNRWA), a move widely condemned by various international entities.
