In a significant diplomatic development, Spain, Slovenia, and Ireland have formally requested the European Union to engage in discussions regarding the suspension of its Association Agreement with Israel. This appeal comes in response to the deteriorating conditions in Gaza, the occupied West Bank, and Lebanon, with the three governments asserting that the EU can no longer afford to remain passive in light of these challenges.

During a meeting of EU foreign ministers in Luxembourg, Spanish Foreign Minister Jose Manuel Albares emphasized the urgency of addressing this critical issue. The three countries have raised the matter on the agenda, seeking to ensure that human rights and international law are upheld in EU relations with Israel.

In a joint letter to EU foreign policy chief Kaja Kallas, the trio highlighted various actions by Israel that they believe contravene human rights and violate international humanitarian law. They specifically pointed to a proposed Israeli law allowing for the death penalty for Palestinians convicted in military courts, which they labeled as a severe violation of fundamental rights and indicative of ongoing systemic oppression faced by the Palestinian people.

The letter also underscored the humanitarian crisis in Gaza, describing conditions as “unbearable.” The ministers expressed their concern over the violations of ceasefire agreements and the inadequate flow of humanitarian aid to the region. They raised alarm over escalating violence in the occupied West Bank, where settlers have acted with perceived impunity amid ongoing Israeli military operations, often resulting in civilian casualties.

The urgency conveyed by the ministers is reflected in their message that the EU must take “bold and immediate action.” They argue that the actions of the Israeli government are in breach of Article 2 of the EU-Israel Association Agreement, which stipulates that relations must be contingent upon respect for human rights. An earlier review conducted by the EU had already indicated that Israel was falling short of these obligations, and the situation has only worsened since then.

During a recent donor conference in Brussels, it was reported that the estimated cost of rebuilding Gaza has surged to billion. Ireland had initially sought a review of the Association Agreement in 2024, although this effort did not attract sufficient support from other member states. Subsequent initiatives have since sought to assess Israel’s compliance with the agreement, leading to discussions of potential trade measures in response to Israel’s humanitarian obligations; however, these measures have yet to be implemented.

Meanwhile, Ireland is pursuing the revival of its Occupied Territories Bill, which aims to prohibit trade in goods and services produced in illegal settlements within occupied Palestinian territories. Spain and Slovenia have also taken proactive steps to limit trade with illegal Israeli settlements in the West Bank following widespread public protests and heightened political pressure.

In a notable signaling of support for Palestinian statehood, all three countries officially recognized the State of Palestine in May 2024. This collective diplomatic action is interpreted as an effort to galvanize international support for a peaceful two-state solution.
