Dugan’s attorney, Steven Biskupic, entered the not guilty plea on her behalf during a court appearance on Thursday, with a trial date set for July 22, 2025. The case centers around allegations that Dugan escorted Eduardo Flores-Ruiz, who lacked documentation to remain in the United States, along with his lawyer, out of her courtroom through a back entrance while immigration agents attempted to apprehend him.

Immigration enforcement in sensitive locations such as courthouses has sparked considerable debate, with advocates for immigrants’ rights asserting that such actions inhibit individuals from accessing necessary legal protections. An FBI affidavit indicated that upon learning of the presence of immigration agents outside her courtroom, Dugan described the situation as “absurd” and later addressed the agents regarding their warrant.

The previous administration’s policy approach included threats to penalize local governments that did not comply with enforcement initiatives, including the potential withholding of federal funds. These tactics have raised constitutional questions, particularly regarding the allocation of federal resources, which is traditionally under the purview of Congress.
