Senator Bernie Sanders, an independent who aligns with the Democratic caucus, has championed the measures known as Joint Resolutions of Disapproval (JRDs). These bills were introduced in September and Sanders has now announced they will be brought to the Senate floor for a vote later this week.

While the passage of these resolutions faces challenges in a predominantly pro-Israel chamber, the growing support from advocacy organizations and a number of Democratic legislators reflects an evolving political landscape. Hassan El-Tayyab, an advocacy organizer at the Friends Committee on National Legislation, emphasized the significance of the impending vote as a signal of changing attitudes towards U.S. military support for Israel. He noted that such congressional actions could influence the administration’s approach to humanitarian issues in the region.

The anticipated vote arrives shortly after the Biden administration’s controversial assessment regarding Israel’s role in obstructing humanitarian aid to Gaza, which diverged from reports issued by various humanitarian organizations. On October 13, Secretary of State Antony Blinken and Defense Secretary Lloyd Austin conveyed to Israeli officials potential legal consequences if significant changes to improve the humanitarian situation were not observed within thirty days.

Despite these warnings, the Biden administration’s continued military support for Israel amid escalating humanitarian crises in Gaza has drawn scrutiny. El-Tayyab pointed out that Congress has a vital oversight role, suggesting that the resolutions proposed by Sanders are essential for holding the administration accountable.

More than 110 advocacy organizations, including prominent groups like Amnesty International USA and the Arab American Institute, endorsed the JRDs, emphasizing their commitment to preserving human rights. These resolutions aim to limit the transfer of weapons that have been implicated in civilian casualties in Gaza.

Although the proposals from Sanders may face opposition from established pro-Israel lobby groups, including the American Israel Public Affairs Committee (AIPAC), they highlight a growing awareness and concern regarding military engagement and its impact on the humanitarian landscape.

As the Senate prepares for this crucial vote, the ramifications could be far-reaching, signaling a potential shift in U.S. policy towards Israel and its obligations to uphold humanitarian standards.
