This meeting is particularly significant as it marks the first discussions since a recent military confrontation, during which Israel targeted key Iranian nuclear and military sites, triggering a 12-day conflict that concluded with a ceasefire on June 24. Iranian Foreign Minister Abbas Araghchi emphasized that the Islamic Republic’s position remains resolute, expressing that Iran’s uranium enrichment efforts will continue unabated, especially in light of the recent hostilities.

The backdrop for these important discussions includes actions taken by the United States, which, in support of Israel, executed strikes on Iranian facilities during this tumultuous period. The timing of Israel’s military engagement was notable, occurring just days prior to anticipated negotiations aimed at reviving the dialogue surrounding Iran’s nuclear program.

Iran’s Deputy Foreign Minister, Kazem Gharibabadi, articulated the country’s willingness to engage in further talks with the United States, contingent upon the latter taking genuine steps to restore trust. He underscored that any dialogue would necessitate a commitment to several fundamental principles, emphasizing Iran’s skepticism towards the U.S. due to previous breaches of trust.

The long-standing 2015 nuclear agreement, which sought to regulate Iran’s nuclear activities in exchange for the gradual lifting of UN sanctions, remains at the center of these discussions. The deal, to which Britain, France, Germany, China, Russia, and the U.S. were parties, was undermined when the U.S. unilaterally withdrew in 2018 during the Trump administration. Despite this setback, the E3 nations have sought to maintain their support for the agreement and continue trading with Iran, although they have recently accused Tehran of not adhering to its commitments, raising the prospect of reimposed sanctions—an outcome that Iran is eager to avoid.

The International Atomic Energy Agency (IAEA) has reported that Iran is the only non-nuclear-armed nation currently enriching uranium up to 60 percent, significantly exceeding the 3.67 percent limit established by the 2015 accord. Western nations, led by the U.S. and supportive of Israel, have persistently suggested that Iran may be clandestinely pursuing nuclear weapons. However, Iran has consistently refuted these claims, asserting that its nuclear program is intended exclusively for peaceful pursuits such as energy production.
