Earlier this year, both Ferrer and Navarro were released as part of a mediation effort involving the late Pope Francis and the Catholic Church, a diplomatic gesture aimed at fostering goodwill. Under this agreement, then-President Joe Biden temporarily removed Cuba from a list of state sponsors of terrorism, a decision that was swiftly reversed after Donald Trump took office, reinstating Cuba to the restrictive list and complicating U.S.-Cuba relations.

In March, Cuba publicized the completion of its commitments, having released a total of 553 individuals, a move that critics labeled an act of goodwill towards dissenters. However, the Cuban government maintained that those released were involved in various non-political offenses.

In response to the recent detentions, the U.S. Department of State issued a statement condemning what it described as the unjust treatment of Cuban individuals, including Ferrer, his wife, and his child. The statement reinforced the U.S. commitment to advocating for human rights and freedoms, emphasizing continued engagement with pro-democracy activists in Cuba.

Jose Daniel Ferrer, a well-known figure and founder of the Patriotic Union of Cuba (UNPACU), has vocally criticized the government’s prisoner release strategy, framing it as a tactical maneuver rather than genuine progress towards democratization. He has previously faced arrests, notably during the 2003 Black Spring, an event marked by the mass detention of dissenters accused of colluding with foreign entities. His activism continued through the pandemic, culminating in dramatic protests in 2021, when widespread discontent arose over severe shortages of essential goods amid restricted civil liberties.

Ferrer’s sister, Ana Belkis Ferrer Garcia, detailed the recent developments via social media, noting that several individuals associated with Ferrer, including his family, had been detained but later released. Her appeals have underscored a call for their immediate freedom, reflecting sentiments echoed by various human rights organizations that assert the government’s actions contradict international obligations and previous commitments made by their leaders.
